Can some please tell me what a referral is?
Is that like a punishment (write up) or like I referred you to Fiesta Texas?

When a new user registers for the forums, it asked this:

I'm pretty sure that is what it is used for. It can't be for punishment, I mean, look at Stacy's: She's got three!

Keith is on the right track. If you refer someone to the site, at registration they are given an option to enter your username (you referred them). In turn, your referral count on your profile will go up. That means Stacy has referred 3 people to our forums.
The "referral" you were thinking of is similar to our infraction system. We haven't had to use it yet on this forum software (Lets keep it that way! ;) )

HA. Actually, I have four. I referred one person to the site who joined, but skipped the box.
Remember the PM I sent you about that Brandon, about 100 years ago?? lol ;)
